Akin Okupe, M.B.A., P.E., was born in Lagos, Nigeria. Mr. Okupe’s Civil Engineering career spans over 25 years. He brings a vast, comprehensive, and demonstrated knowledge in construction, hydraulics, road infrastructure, and storm water design and engineering.

Akin attended University of Ibadan, Nigeria (External College of University of London 1948 to 1961) and graduated with a Bachelor’s Degree in Civil Engineering.  He then went on to earn a Master’s Degree in Business Administration with a concentration in Finance in 2001 from the University of Capetown’s Graduate School of Business, Capetown, South Africa.

The first decade of Akin's career, was solely dedicated to the design of water, sewer, storm, and road infrastructure.  He has over 13 years of professional milestones as a Design Engineer for international construction companies.

Akin became a Registered Civil Engineer with the State of California in 2005, and over the last 15 years, he has dutifully and conscientiously performed as a Design Engineer, Associate Engineer, and Senior Civil Engineer for the California Department of Transportation, the Eldorado Irrigation District, the City of Woodland, and the City of Sacramento respectively. In 2013, the City of Woodland received several millions of dollars in grants and low interest loans due to Mr. Okupe’s leadership. Akin was recognized by the Mayor of the City of Woodland for his efforts and role in keeping water rates affordable for the residents of Woodland, during one of the harshest drought seasons in California state history.

The East Palo Alto Sanitary District and our customers are very fortunate to have acquired the engineering and financial talent that Mr. Akin Okupe brings to the residents of East Palo Alto. His innovative, cost-effective, and strategic approach to water utility engineering and project management are indeed an asset to the District and our community.
